POSITION DESCRIPTION
The Evaluation Team Leader will possess expertise in conducting impact evaluations in the education/human capacity development sectors and will be knowledgeable of both experimental and non-experimental evaluation design. S/he must have a thorough understanding of HICD principles and have demonstrated progressive experience and knowledge in how to design and conduct focus groups, interviews, and execute beneficiary surveys using both online tools and in-person interviews. S/he will lead the team in all aspects, especially the design of treatment and control groups, baseline assessments, and survey design. S/he will also be ultimately responsible for producing all reports and deliverables, and as such must have demonstrated excellent written communication skills with the ability to produce clear, concise, and well-organized documents.
QUALIFICATIONS
Education
· An advanced degree international relations, economics, statistics, political science, public policy, or other relevant field is required.
Required Experience and Qualities
· At least 10 years’ professional work experience in international development as it relates to the relevant technical area;
· At le ast 5 years’ experience working on USAID-funded projects and activities;
· Previous experience leading assessments is required;
· Outstanding written and oral communications skills, including experience in synthesizing findings and writing reports;
· Ability to work with and be responsive to a wide range of client, staff and consultant personalities and requirements;
· Well-organized, attentive to detail, and able to handle multiple tasks simultaneously;
· Proactive in anticipating work requirements and problem solving
· Prior experience in Morocco or North Africa is a plus.
