IBTCI has served governments, private sector companies and several donor agencies in the practice area of Monitoring & Evaluation (M&E) across many sectors including education, health, economic growth and democracy & governance.

PROPOSAL SUMMARY

IBTCI is currently working on the proposal to undertake two evaluations of the Transformation Leadership Project: an Impact Evaluation of the TLP Scholarship component and Performance Evaluation of the TLP Partnership component. The Transformational Leadership Project is a comprehensive six-year initiative that consists of five separate but interrelated components implemented under three awards, co-funded by USAID and the Government of Kosovo (GoK). The primary objective of the project is to upgrade the knowledge and skills of a cadre of talented professionals, through U.S. Master’s degree programs, as well as shorter-term targeted courses, who can bring critical leadership and innovation skills to Kosovo that will address the demands of a modern market economy and bring transformational change to the country. The secondary objective of the project is to increase the capacity of select faculties at institutions of higher learning in Kosovo by upgrading the teaching methodology and curricula and that will in turn advance longer-term solutions to Kosovo’s education needs.

POSITION SUMMARY

Training/Evaluation Specialist (Local/Key Personnel) – S/he will help organize and execute focus groups in Kosovo, assist with the design and selection of treatment and control groups, and address any problems to ensure that surveys and focus groups are executed successfully in Kosovo.

QUALIFICATIONS

  • Expertise in conducting impact and performance evaluations in the education/training field, and demonstrated experience/knowledge managing and conducting focus groups and executing beneficiary surveys.
  • Fluency in oral and written English is required.
  • Kosovo nationals strongly preferred.
