PROPOSAL SUMMARY

IBTCI is currently seeking a Chief of Party (COP) for an upcoming five-year Education Support Project in Afghanistan funded by USAID. This will be a full-time, key position

POSITION SUMMARY

The Chief of Party (COP) provides overall technical and administrative leadership and expertise for the Program and serves as the primary liaison with USAID/Afghanistan on management and technical matters. S/he will be responsible for the overall management and implementation of the Program and report directly to the designated USAID Contracting Officer’s Representative (COR). S/he will supervise activity implementation and ensure the activity meets stated goals, outcomes, benchmarks, and reporting requirements. The COP will take a leadership role in coordination among USAID and key stakeholders. The Chief of Party must have demonstrated ability to work in complex, politically charged, unstable environments, work across different cultures, and manage diverse teams to deliver impact within agreed timelines across a broad geographic area

QUALIFICATIONS

· A minimum of a Master’s Degree (or foreign equivalent) in education, public/business administration, international relations, other social sciences, or a similar relevant field from an accredited university

· At least ten years of experience in relevant management, supervisory, technical experience working with programs that are of a similar scope and scale to this activity is required

· At least four of these years must be in a management/leadership position including experience in conflict- affected environments.

· Experience in the education sector in Central Asia, preferably in Afghanistan is preferred,

· Experience in project implementation, policy dialogue, strategic planning and implementation, education reform and national-level quality improvement.

· A proven record of excellent management, leadership, decision-making, and interpersonal skills, including being an articulate speaker and sympathetic listener;

· Proficiency in either Dari or Pashto is preferred, but not required

· Prior experience working with USAID is preferred
