Seeking Proposals for Research Firm in Somalia
The Somalia Program Support Services (SPSS) program seeks technical and financial proposals from qualified consultant (firm) to conduct a quantitative survey for the end-line evaluation of the Transition Initiative for Stabilization (TIS) project in the three geographical areas of Somalia – Somaliland, Puntland and South Central.
The main purpose of this final performance evaluation is to get a better understanding of the extent to which USAID’s stabilization activities in Somalia have met the project goal, Somalia's stability increased through targeted interventions that foster good governance and economic recovery and reduce the appeal of extremism in the communities in which the activities were undertaken (Another purpose of this evaluation is to learn lessons about conducting stabilization activities in Somalia to improve future programming. The evaluation will provide comprehensive answers to five key questions in the process of assessing the extent to which the project goal was achieved and identifying lessons learned.
The period of performance would be from mid-November of 2015 and will be completed by the end of February of 2016.
The organization will be responsible for conducting the following activities:
The consultant will field a quantitative survey of approximately 1,500 individual respondents to measure change in the factors of stability. The survey instrument will be modeled on past stabilization surveys fielded in Somalia by SPSS predecessor project, the Monitoring & Evaluation Program for Somalia (MEPS) used to generate the TIS Stabilization Report in 2013/2014. The questionnaire will be revised and tailored to ensure that it reflects the state of the art definition of stability in Somalia and to capture TIS project outcomes, within the constraints of the method.
The assignment will be comprised of six tasks: (1) Preparatory Work; (2) Pilot Testing; (3) Survey Implementation; (4) Database Formation; (5) Data Processing; (6) Reporting
Requirements and selection criteria:
- The consultant must demonstrate the capacity and ability to manage and carry out the quantitative survey in terms of economic and financial capacity, general management, availability of qualified professional staff, and the ability to administer complex surveys.
- Economic and Financial Capacity: The consultant’s financial and economic capacity and its sustainability to administer the quantitative surveys and provide the necessary initial financing are imperative. In its proposal, the consultant is required to provide information on its financial and economic status. The information required should be completed using the form provided in the RFP (see Annex 3).
- General Management and Professional Staff of the Consultant: The structure of the consultant’s management must demonstrate the ability to manage large scale quantitative survey, provide the necessary technical support and, where necessary, provide replacement staff at short notice. The consultant is required to submit an organizational chart showing the numbers of staff and their positions.
- Consultants Past Experience Relevant to Quantitative Survey: The consultant should at a minimum demonstrate that it has past experience relevant to performing the services needed for this assignment
