International Business & Technical Consultants, Inc. (IBTCI), a U.S. based international development consulting company established in 1987, has worked in over one hundred countries and implemented over two hundred projects. IBTCI serves government agencies, private sector companies and several donor agencies. IBTCI specializes in Monitoring & Evaluation (M&E) across many sectors including, but not limited to, conflict and crisis, democracy & governance, economic growth, education, environment, and global health.

The Ebola Pillar II, Monitoring, Evaluation and Learning (MEL) Project is a three-year USAID-funded contract to address USAID-coordinated efforts in mitigating the second order impacts of the Ebola Virus outbreak in Guinea, Liberia, and Sierra Leone. The project is focusing on four main components: evaluation, routine monitoring, data quality assurance, and improved knowledge management and learning.

Position Title: Data Quality Assurance Director for Ebola Pillar II

Reports to: Chief of Party for Ebola Pillar II

Position Description:This is a Full-time Exempt position

In this role you will be responsible for Routine Monitoring and Data Quality Assurance components of the Ebola Pillar II activities in West Africa including Guinea, Liberia and Sierra Leone. We require someone who is assertive, works with a sense of urgency and possesses a strong work ethic. This position is based in our Vienna, VA Home Office, and with periodic work in our Washington DC Office and 25% - 35% travel to West Africa for project implementation.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Improve methods for data collection;
  • Lead or oversee all matters related to Data Quality Assessments (DQA);
  • Raise data quality and performance levels in conducting DQAs amongst Technical Teams and Program Office;
  • Provide a high level of data quality awareness across multiple staff profile (e.g. manager, front-line staff etc.);
  • Proactively improve the quality of Mission’s data quality control process and reporting;
  • Evaluate and identify where system enhancements are required;
  • Compare raw data files from one month to the next to assess continuity of coverage;
  • Check for quality of data via alerts from processing;
  • Facilitate capacity building workshops for mission’s staff and external partners in DQA processes;
  • Available to travel to the field as required by the Pillar II SOW;
  • Drafting technical and non-technical sections of SOW related to capacity building, routine monitoring and DQA;
  • Representing IBTCI in business development or project implementation meetings with partners or clients.

AdditionalDuties/Tasks and Responsibilities:

  • Represent Ebola Pillar II MEL project in industry conferences and workshops;
  • Author white papers or report to promote Ebola Pillar II MEL project intellectual prowess in M&E in general and routine monitoring and DQA related to M&E;
  • Provide in-house training to Ebola Pillar II MEL project staff on M&E, Routine Monitoring and DQA;
  • Attend management meetings and contribute to strategic and business plans as needed;
  • Might serve as primary US-based point of contact with client in the absence of the Chief Party and Knowledge Management Director for Ebola Pillar II;
  • Other duties/tasks as assigned.

Qualifications

Minimum Requirements:

Experience:

  • 5 to 10 years of experience in conducting DQA, training on M&E methodologies, data collection, data analysis and DQA and other related fields plus.
  • Ten years of experience in M&E of foreign assistance or donor activities.

Education:

  • Master’s degree in Public Health, Demography, Social Sciences, International Affairs, International Development, Policy Analysis, Economics, Public Administration, Business Administration, Computer Science, Statistics, or another related field.

RequiredKnowledge, Skills and Abilities:

  • Demonstrated familiarity with USAID’s Evaluation Policy and guidance included in the USAID Automated Directive System (ADS) in chapter 200.
  • Understanding of USAID performance management standards and guidelines
  • Demonstrated experience in Global Health within two or more of the following areas: HIV/AIDS, infectious diseases, non-communicable diseases, malaria, TB, Orphan Vulnerable & Children, reproductive health and family planning, nutrition, water and sanitation, health information system among others
  • Extensive experience in conducting DQAs
  • Improve methods for data collection
  • Leads or oversees all matters related to Data Quality Assessments
  • Streamline data collection between USAID Missions and their Implementing Partners
  • Experience in conducting training on M&E methodologies, data collection and analysis and DQAs
  • Extensive ability to travel overseas is integral.
  • Demonstrable results orientation, flexibility and problem solving skills.
  • Strong communication skills (oral and written) required.
  • Proven ability to organize and share information effectively
  • Native fluency in the English language is required; a working competence in French is desirable.
  • Well-organized with strong attention to detail.

Working Conditions: Work is performed in a typical corporate office environment.

Physical Requirements: Work is generally sedentary, the employee is regularly required to talk, hear, and use hands to finger, handle or feel objects, tools, or controls. Specific vision abilities required by this job include close vision. The employee must occasionally lift or move up to 25 pounds.

Supervisory Responsibility: None

Travel: At least an average of 25% to 35% travel for project implementation and/or project management of business development initiatives. (Percentages may vary depending on portfolio of projects and IBTCI practice needs).
