IBTCI is currently implementing the Accelerating Capacity for Monitoring & Evaluation (ACME) activity in Bangladesh in support of USAID’s Feed the Future (DO2) and Global Climate Change (DO4) portfolios, contributing to the long-term, sustainable development of MEL practices in Bangladesh.
Position Description:
IBTCI/ACME is seeking a Team Leader/Evaluation Specialist for its Midterm Performance Evaluation of USAID’s Evaluation of Enhanced Coastal Fisheries (ECOFISH), a five-year activity, which started in June 2014 and is being implemented jointly by World Fish and the Department of Fisheries (DoF). ECOFISH supports coastal fishing communities and other fisheries value chain stakeholders to improve the resilience of the Meghna River ecosystem and communities reliant on coastal fisheries. ECOFISH contributes to the USAID Country Development Cooperation Strategy Objective 4, “Responsiveness to Climate Change Improved,” which aims to increase the nation’s responsiveness, adaptation to climate change, and mitigation of climate change through three inter-related intermediate results. ECOFISH aligns with two of these: (1) improved management of natural resources focused on biodiversity conservation leading to indirect adaptation benefits, and (2) enhanced adaptation capacity and resilience to shocks
This is a short-term consulting opportunity, approximately 51 days of full-time engagement during October-December 2017. This position will require 5-6 weeks of work in Bangladesh, including the capital Dhaka and travel to coastal areas of Bangladesh.
Team Leader (Evaluation Specialist):
The Team Leader (TL) should have:
- Extensive experience in conducting quantitative and qualitative evaluations and strong familiarity with business and value/supply chain development
- TL must be familiar with USAID regulations and systems including Biodiversity Conservation, performance monitoring guidance, gender policies and guidance, project management, budgeting, and financial analysis and reporting;
- Experience in international donor development program management and overseeing multiple program areas simultaneously is preferred;
Responsibilities:
The Team Leader/Evaluation Specialist will:
- Provide overall leadership to the team
- Finalize the evaluation design, coordinate activities, arrange periodic meetings, consolidate individual input from team members, and coordinate the process of assembling the final findings and recommendations into a high quality document
- Lead the preparation and presentation of the key evaluation findings and recommendations to the USAID / Bangladesh team and other major partners.
Desired Qualifications:
- The Team Leader (TL) should have a post graduate degree in marine biology, fisheries management, agricultural economics, agribusiness management, aquaculture enterprise development, economics or an applicable social science field.
- S/he will be an international and should have a minimum of 10 years of of evaluation and technical work experience.
Preferably s/he should have demonstrated experience of leading at least two evaluations of projects with similar scope and complexity within last 10 years.
S/he should have extensive experience in conducting quantitative and qualitative evaluations and strong familiarity with agri-business, market information system, capacity development, productivity, and input markets.
S/he must be familiar with USAID regulations and systems including performance monitoring and evaluation guidance.
Experience in international donor development program management is preferred.
Excellent oral and written skills in English are required.
Relevant experience in Bangladesh or South Asia is preferred.
