International Business & Technical Consultants, Inc. (IBTCI), a U.S. based international development consulting company established in 1987, has worked in over one hundred countries and has implemented over one two hundred projects for clients including USAID, U.S. Department of State, MCC and the World Bank. IBTCI specializes in Monitoring & Evaluation (M&E) across all sectors including education, health, economic growth and agriculture, democracy and governance, and agriculture, and has a major focus in conflict/post-conflict and stabilization M&E.

IBTCI is seeking an experienced Monitoring and Evaluation Specialist to support an anticipated USAID/Yemen Project Management Plan (PMP). The objective of this project is to provide continued performance monitoring and evaluation of the overall assistance program managed by USAID/Yemen. The USAID Performance Management Plan (PMP) will include project-level quantitative and qualitative performance measures covering all USAID projects. The USAID PMP shall include a precise definition of each indicator, the data collection method, data quality considerations and those responsible for data collection. This position will be based in our local office in Sanaa, Yemen.

Monitoring Specialist Qualifications:

  • Advance degree (Masters/PhD) in International Development, Gender Studies, Peacebuilding/Conflict, Agriculture, Health, Statistics, Economics, or related field.
  • Minimum 10 years’ experience in monitoring and evaluation of donor funded projects, with a minimum in a developing country context.
  • Experience with M&E on USAID projects required.
  • Expertise in developing Mission level PMPs preferred and Project level PMPs required.
  • Extensive overseas work experience preferably in Yemen or the greater MENA region and on USAID funded projects.
  • Ability to work with various counterparts, implementing partners, and host country government stakeholders.
  • Ability to travel to remote and challenging areas to conduct data collection and analysis activities.
  • Excellent interpersonal skills and team work.
  • Strong computer skills.
