IBTCI is developing a proposal for an anticipated five-year $24M USAID Analytical Services IDIQ contract that will provide analytical and other program support services including but not limited to assessment, performance monitoring, evaluation, development data management, collaboration, learning, outreach, and communications services, and to support Ukraine, Moldova and Belarus to strengthen the implementation of Country Development Cooperation Strategies (CDCS). Task Orders will extend up to two years beyond the period of performance.
Purpose of Illustrative Ukraine Corruption Assessment (UCA) Task Order (TO)
The purpose of UCA is to assess the current capacity and commitment of key Ukraine stakeholders to design, carry on, and/or support effective anti-corruption efforts in 2018-2022; identify gaps and opportunities in addressing corruption at the national and local level; propose a strategy to depress corruption in the sectors and institutions covered by USAID’s Country Development Cooperation Strategy (CDCS); and recommend effective and efficient tools, which can be used to implement the proposed anti-corruption strategy.
Summary of Illustrative TO Position:
IBTCI seeks a Senior International Anticorruption Advisor to assess the current capacity and commitment of key Ukraine’s stakeholders to design, carry on, and/or support effective anti-corruption efforts in 2018-2022, and support the assessments’ engendered methods.
Essential Duties/Tasks and Responsibilities:
- Provide anti-corruption expertise and technical inputs specific to Ukraine to the overall assessment.
- Work collaboratively with the Assessment Team Lead and the Assessment Specialist to finalize the assessment methodology, collect data in country, draft report, and present to the client, among other deliverables and activities.
- Visit at least six typical urban and rural communities of different size in every part of Ukraine, i.e., in the West, North, East, Center, and South of country.
Required Knowledge, Skills, and Abilities:
- Must have Substantial knowledge of anti-corruption issues in Eastern Europe/ CIS region.
- Knowledge of gender issues in anti-corruption required.
- Previous experience in the region and knowledge of Ukrainian and Russian is desirable.
- Excellent oral and written communication skills.
- Fluency in English required.
Minimum Requirements:
- At least a minimum 10 years’ experience working in anti-corruption programming.
- Prior experience conducting large/medium size country assessments intended to inform foreign anti-corruption assistance.
- Experience in successful management of large/medium anti-corruption activities is desirable.
- Experience in engendered assessments methods and knowledge of gender issues in anti-corruption a plus.
Education: University degree in social science, international development, or a related field required; master’s degree preferred.
Working Environment: Typically completed in an office environment.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position has supervisory responsibilities.
