IBTCI supports the Iraq Performance Management and Support Program (PMSP), focused on providing ongoing monitoring, verification, and evaluation support to USAID/Iraq. PMSP delivers timely qualitative, quantitative, and analytical information that assists USAID in meeting the agency’s short, medium, and long-term monitoring and evaluation objectives in Iraq.
As part of PMSP, IBTCI seeks candidates for an Evaluation Methodologist for a Final Performance Evaluation of an Iraq governance strengthening project. The Evaluation Methodologist will form part of a Baghdad-based multi-disciplinary team.

This position is based in Baghdad, Iraq. The final evaluation will run from approximately January 2017-March 2018.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Lead the design of the sampling frame.
  • Work closely with local data collection firm to ensure data quality.
  • Work closely with the Subject Matter Specialist to analyze qualitative data from Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs).

Qualifications

Required Skills and Abilities:

  • Demonstrated, extensive knowledge in planning and conducting mixed-methods evaluations.
  • Proved experience in data quality assurance.
  • Experience with governance programming in fragile/conflict zones.

Minimum Requirements:

  • Background in statistical analysis and experience working with qualitative and quantitative data required.
  • Experience designing sampling frames.
  • Oral and written fluency in Arabic required.
  • Previous experience with community-based programming in fragile/conflict areas.

Education: Bachelor's degree in Statistics, Computer Science, International Affairs or related field.

Working Environment: Work is typically performed in an office environment and in the field.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: None.

Travel: International travel may be required.
