Job Title: Knowledge Management (KM) / Collaborative Learning and Adaptation (CLA) specialist

Overview: IBTCI is recruiting for a Knowledge Management (KM) / Collaborative Learning and Adaptation (CLA) specialist for an anticipated USAID/Mexico program providing monitoring, evaluation, and facilitation services to USAID’s portfolio of programs throughout Mexico. The specialist will report to the Chief of Party and Senior Monitoring and Evaluation Specialist. This position is contingent upon award and approval.

Essential Duties/Tasks and Responsibilities:

· Build capacity for adapting to new learning and changes in context through effective approaches.

· Facilitate collaborative planning sessions to finalize learning activities that address learning questions at the Mission.

· Coordinate knowledge capturing, sharing and strategic learning to speed innovation and bring new innovations to the program.

· Expand the network of professionals and institutions that collaborate on performance management and evaluation tasks for the contract.

· Synthesize the findings from evaluations, assessments, and other sources for use in USAID project designs, communications, stakeholder coordination, and reporting.

· Lead training tasks, and efforts to ensure evaluation findings and recommendations are transparent and distributed to relevant stakeholders.

· Monitor the integration of project best practices and lessons learned in ongoing USAID project implementation, communications, and reporting.

· Provide capacity building to USAID/Mexico staff, inter-agency stakeholders, and implementing partners, on knowledge management concepts.

· Other duties as assigned.

RequiredKnowledge, Skills and Abilities:

· Strong background in evaluation and analysis of development programs, preferably initiatives funded by USAID.

· At least 5 years experience in knowledge management, organizational learning and/or strategic learning, preferably in an international development context.

· Ability to prioritize tasks in a fast-paced and changing environment.

Minimum Requirements:

· Must be willing to work and travel throughout Mexico, including northern border states.

· Experience in strategic planning, project design, institutional learning and/or knowledge management.

· Previous experience working in Mexico under USAID or other international donor programs.

· Fluency in English, Fluency in Spanish required.

· Strong oral and written communication skills, excellent interpersonal, analytical, and training skills.

Education: Bachelor’s degree in Communication, Social Sciences, International Affairs, International Development, Policy Analysis, Economics, Public Administration.

Supervisory Responsibility: This position has no supervisory responsibilities.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Travel: Travel throughout Mexico is required.
