Overview: The purpose of the Iraq Monitoring and Evaluation Project (IMEP), implemented by International Business & Technical Consultants, Inc. (IBTCI), is to gather and provide independent, verifiable, primary data to USAID’s Office of U.S. Foreign Disaster Assistance (OFDA) and Office of Food for Peace (FFP) and their Implementing Partners (IP) to help increase their understanding of the outputs, outcomes, progress, quality, challenges, successes, performance and lessons learned from OFDA- and FFP-funded humanitarian assistance projects in Iraq. The information and findings from the project will help support program learning and accountability for OFDA, FFP and their partners, which will be useful for real-time programmatic adjustments as well as helping to inform future program design.
IBTCI requires a Survey Methodologist Specialist to review the sample frame and design the methodology to select the sample size for a small-scale survey in Iraq, to review the data collected from the survey, analysis results and prepare a written report and technical recommendations to USAID based on review and analysis of qualitative and quantitative survey data. Tasks could include, but not be limited to:
Essential Duties/Tasks and Responsibilities:
· Review the sample frame and develop the sample size methodology and rationale for a small-scale survey with OFDA beneficiaries and field monitor observations at Internally Displaced Persons (IDP) camps in Iraq. (Up to 5 days LOE).
· Review USAID objectives for the small-scale survey and assess if IBTCI’s draft survey questions adequately address the objectives. Propose revisions or additions, if needed to meet the donor’s research objectives. (Up to 3 days LOE).
· Review and analyze survey data (interviews, photos, field monitor observations) and write Survey Report. Referencing the USAID provided research questions, the Report should include graphs / charts of survey findings with narrative analysis of findings, analysis of comparisons and make associated recommendations to USAID. (Up to 12 days LOE).
· Other duties as assigned
Deliverables
Sampling methodology and survey design.
Review and revise draft questionnaires to conform to USAID objectives
Survey report with appropriate data analysis conforming to approved design methodology.
The Survey Methodologist Specialist will serve in the above consultant capacity remotely with no in-country hours required, to support the IBTCI technical practice of Crisis, Conflict & Governance.
· This position does not authorize/require the consultant to directly communicate with IBTCI clients.
· This position does not authorize/require the consultant to have decision-making authority on final work product.
RequiredKnowledge, Skills and Abilities:
· Demonstrated skill and experience with quantitative survey research, including design, analysis and report writing
· Demonstrated skill and experience with sampling methodologies.
· Prior experience with USAID programming; experience with OFDA and FFP programming preferred.
· Must have demonstrated skill and experience utilizing both qualitative and quantitative evaluation methodologies.
· Demonstrated familiarity with statistical software (e.g. SAS/STATA & SPSS).
· Excellent communication (written and verbal) in English.
Minimum Requirements:
· Twelve (12) years of experience in international development, humanitarian aid and / or data analysis and report writing for Directors or Donors.
· Two years of experience in data analysis and report writing in support of USAID-funded third-party monitoring or evaluations preferred.
· Two years of experience in conflict zones, experience in Iraq preferred.
· English fluency
Education: Masters or Advanced degree in the social sciences or related field.
Supervisory Responsibility: No supervisory responsibilities are required for this position.
Travel: None. All work to be completed remotely.
