Request for Proposal (RFP) - Crowd-Sourced Data Collection Services in Tunisia

International Business & Technical Consultants, Inc. (IBTCI), a U.S. based international development consulting company established in 1987, has worked in over one hundred countries and implemented over two hundred projects. IBTCI serves government agencies, private sector companies and several donor agencies. IBTCI specializes in Monitoring & Evaluation (M&E) across many sectors including, but not limited to, conflict and crisis, democracy and governance, economic growth, education, environment, and global health.

The IBTCI Monitoring and Evaluation for the Tunisia and Libya (METAL) Activity provides technical support for the achievement of USAID’s strategy goals and development objectives in Tunisia and Libya by assisting its efforts to gain and apply knowledge derived from monitoring, evaluation, and learning (MEL). This includes the collection, storage and use of activity data, including in areas inaccessible by USAID staff.

In July 2020, USAID requested that IBTCI/METAL monitor USAID/Tunisia’s COVID-19 activities. This includes the following:

•Delivery of medical equipment and COVID-19 test kits to hospitals, health centers and schools;

• Training of Health Workers in COVID-19 prevention and protection techniques, administering tests, and other COVID related topics;

• National media campaign to educate the public regarding COVID-19 protection measures;

• COVID-19 hotline providing counseling services to individuals facing COVID related challenges.

OBJECTIVES

IBTCI will partner with a data collection and analysis firm to provide specialized data collection services to enhance its analysis of USAID COVID-19 activities. Specifically, METAL is proposing to utilize crowdsourcing as a low-cost, reliable method of collecting data from Tunisians regarding their knowledge of and reactions to the USAID/Tunisia COVID program’s public awareness campaign and help hotline. METAL seeks the services of a data firm with experience in Tunisia applying crowdsourcing to collect data from a large number of respondents, and preferably with an existing network of respondents. Contributors to the crowdsource survey would be any person 16 years and older with a smartphone.

The METAL contractor shall conduct two crowdsourcing surveys during the November 2020 – May 2021 period of performance (POP). The first would be conducted in November-December 2020 to provide respondents with sufficient exposure time to the public awareness messages and the help hotline that began in June 2020. A second, identical survey would be conducted in April-May 2021 to determine whether the lapse in time has affected their knowledge of and perception of the two activities and assess any changes in responses over time.

The population sample shall be approximately 1,632 per survey round for two rounds, be gender balanced, and geographically representative. This number represents a 90% confidence interval and 10% margin of error at the Governorate level and over 95% confidence interval and under 5% margin of error at the national level. Each respondent will be asked to provide background information, so that data can be targeted or mined along the following parameters:

● Age range (16-25, 26-35, 36-45, 46+)

● Gender

● Ethnicity

● Marital Status

● Living Situation

● Children at Home (Y/N)

● Employment Status

● Financial Situation

● Residency Classification (Urban, Suburban, Rural)

ESTIMATED PERFORMANCE DURATION

The Period of performance will be for seven (7) months, from approximately November 2020 – May 2021.

MINIMUM REQUIREMENTS

Proposals for this work are expected to demonstrate the vendor’s ability to:

• Leverage Volume of data collection. Proposals should highlight how the vendor’s proposed model for crowdsourcing atmospherics is economical.

• Be Flexible. Proposals should highlight how the vendor will propose adjustments to data collection design to IBTCI, and highlight additional potential lines of inquiry. • Provide Accessible Analytics. Proposals should highlight the vendor’s proposed approach to real time analytics through a dashboard and reports. Proposals should include possible visualizations of analytics.
