Food Security, Nutrition, Social Protection Specialist – WFP Country Strategy Plan Evaluation

Overview: IBTCI is seeking an experienced Food Security, Nutrition, Social Protection Specialist for a proposed World Food Programme (WFP) country strategic plan evaluation (CSPE) in Tajikistan. The evaluation serves the dual objectives of accountability and learning. As such, this evaluation will: 1) provide evaluation evidence and learning on WFP performance for country-level strategic decisions, specifically for developing the future engagement of WFP in Tajikistan; and 2) provide accountability for results to WFP stakeholders.

Essential Duties/Tasks and Responsibilities:

  • Conduct an in-depth evaluability assessment and critically assess data availability, quality and gaps to inform its choice of evaluation methods. This will include an analysis of the results framework and related indicators.
  • Develop the evaluation matrix and data collection strategy; identifying alternative approaches for data collection and designing a strong methodology to analyze data rigorously.
  • Conduct field research including data collection and analysis.
  • Participate in exit debriefing and briefings with WFP home office staff.
  • Prepare written and oral reports on all matters within the consultant’s area of expertise as directed by the Team Leader and the home office project director.
  • Other duties as assigned.
  • This position does not authorize/require the consultant to directly communicate with IBTCI clients.
  • This position does not authorize/require the consultant to have decision making authority on final work product.

Minimum Requirements:

  • Strong technical expertise in food security, nutrition, livelihood, school feeding and social protection programmes and in national and local capacity strengthening and technical assistance in relation to social protection schemes, food security, and nutrition programmes.
  • Strong familiarity with the humanitarian, development and peace nexus discourse.
  • Proven track record of evaluation of food assistance and social protection activities, in the context of development and humanitarian interventions in a similar context.
  • Strong analytical, synthesis, and report writing, skills.
  • Relevant knowledge and experience in Tajikistan or similar country settings.
  • Fluency in English.

Education: Master’s degree in the social sciences, in particular: economics, public policy, health or other relevant field.

Preferred Knowledge, Skills and Abilities:

  • Fluency in Russian or Tajik is a plus.
  • Experience with WFP is a plus.
