Job Title: Technical Coordinator

Reports To: Chief of Party

Type: Regular Full-Time

Classification: Exempt level position

Overview:

MECC is a five-year 10-month contract implemented by IBTCI to provide monitoring, evaluation, analytic, coordination, and research services to the Mission’s Country Development Cooperation Strategy (CDCS). It is intended to support Mission-wide objectives and provide analytical tools and services that allows the Mission to undertake performance management that will guide them in the full implementation of the CDCS PMP. MECC services include performance monitoring, support to the Mission’s Learning Agenda, coordination among stakeholders at the provincial level, third party monitoring, and M&E capacity building for Mission staff, IPs, and other relevant stakeholders.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Support the Chief of Party in the direct supervision and reporting of project work.
  • Coordinate work planning and quality assurance expertise.
  • Responsible for assisting the COP in managing the Task Order and monitoring compliance with contract delivery requirements and USAID policies.
  • Serve as liaison with project management staff on all technical requirements of the TO.
  • Support the Director of Administration and Finance on all matters related to budgeting and recruitment for the TO.
  • Plan and oversee the work plan for monitoring and evaluation.
  • Ensure staff and funds are coordinated effectively and efficiently in the delivery of high quality deliverables.
  • Collaborate closely with program and administrative staff in the home office to ensure adherence to organizational program standards, procedures and contractual requirements.

Program Management responsibilities include, but not limited to:

Work Planning and Work Plan Implementation:

  • Under the direct supervision of the COP, manage the planning process of all key Task Order work processes in collaboration with Technical staff.
  • Monitor the work plan and workflow processes and problem-solving against constraints experienced in consultation with the Field and HO team
  • Monitor compliance with contract delivery requirements and USAID policies.

Internal Monitoring and Evaluation

  • Lead the implementation of the MECC Monitoring, Evaluation and Learning (MEL) plan, including updating as necessary.
  • Establish and ensure maintenance of a filing system for all hard and soft copy program documents required for internal M&E purposes.
  • Maintain all MECC performance monitoring data.

Quality Assurance:

  • Review the finalization of deliverables and reports for submission to USAID in a timely manner, ensuring that they meet USAID and IBTCI quality standards.
  • Assist in the preparation of project presentation and publications, ensuring adherence with both USAID and IBTCI quality standards.
  • Provide quality control for all deliverables prior to submission to the COP and HO, in accordance with established protocols and guidelines and USAID and IBTCI standards.
  • Support the preparation of ad hoc technical reports as needed.
  • Plan and coordinate the preparation and delivery of USAID quarterly and annual reports with the input of the technical and operations staff.

Technical responsibilities include, but not limited to:

Consultant and Third-Party Monitor Management and Capacity Development:

  • Prepare Scopes of Work for STTA and actively participate in the recruitment of consultants and subcontractors.
  • Manage any STTA assignments relevant to the delivery of services and products.
  • Develop the skills and capacities of the team members.

Qualifications

Minimum Requirements:

  • At least 5 years of experience in program management and contract compliance.
  • Oral and written fluency in English required. Proficiency in French desirable.
  • Strong organizational skills and analytical capabilities.
  • Able to work in a fast-paced environment.
  • Demonstrated skills in working collaboratively with other to create and maintain a team environment and culture.
  • Demonstrated experience in research and/or monitoring and evaluation projects.
  • Proven ability to produce and edit technical documents and reports.
  • Familiarity with financial systems and administrative procedures, ideally with USAID or USG.
  • Working knowledge of standard office/IT applications including program management software.
  • Ability to multi-task.
  • Ability and willingness to be mobile and agile at a moment’s notice in case of an emergency required.
  • Ability and willingness to work for extended periods in insecure and diverse environments.
  • Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket.
  • In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.

Education: Master's degree in a related field.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: International travel is required and may include travel to fragile and/or conflict-prone zones.

Work Authorization: Candidate must be authorized to work in the United States.
