Classification:This is a management, exempt level position

Overview:

IBTCI is seeking a Director to lead new business capture in institutional, professional, and staffing support with the U.S. Department of Health and Human Services (HHS) and other U.S. Government (USG) agencies. The Director, ISPI, will be responsible for creating business opportunities and channels to expand our current footprint and presence and position us to add continued value to new USG agencies, especially HHS. He or she will create and implement a strategy for identifying and competing on promising new institutional support business opportunities with HHS and other IBTCI priority USG agencies. The ideal candidate is a self-motivated leader, able to see the big picture without overlooking the details, and foster a collaborative, responsive team environment as part of a fast-paced team with a dynamic workload.

Responsibilities

Essential Duties/Tasks and Responsibilities:

Business Growth:

  • Help lead practice growth initiatives in line with ISPI Practice business goals and objectives.
  • Position IBTCI as a trusted professional support services provider and partner with decision-makers in key partner organizations working with HHS operating divisions, such as the Centers for Disease Control and Prevention (CDC) and National Institutes of Health (NIH).
  • Help lead development, communication and implementation of growth strategies and processes by:
  • Maximizing business in current service offerings and client base.
  • Identifying and growing business within new services and clients.
  • Leverage years of existing relationships in the HHS industry to build and drive new opportunities in target USG accounts.
  • Stay current on industry trends, best practices, innovations, and competitor analysis incorporating this information in growth implement strategies.
  • Participate in developing and implementing ISPI annual and multi-year strategic plans.
  • Serve as an IBTCI Ambassador with the ability to articulate IBTCI’s vision, capability, and value-added support to potential partners and clients.

Business Development:

  • Analyze industry trends, Federal contract procurement, and competitive intelligence to lead research efforts and continually assess and prioritize business development efforts with HHS to maximize returns in coordination with the ISPI Principal and IBTCI’s Business Development Team.
  • Lead capture efforts for large-scale institutional support contracts with HHS and other priority USG clients, to include developing overall capture strategies, development of a clear understanding of the customer priorities, partnerships, and leading or contributing to proposal writing in coordination with the ISPI Principal.
  • Help lead ISPI business development initiatives (i.e. teaming strategies, proposal design, writing, etc.) and provide technical leadership, guidance and inputs, with an emphasis on institutional support contracts with US Agencies/ Departments.
  • Research and pursue potential or new business development opportunities and marketing initiatives, including but not limited to identification, initiation and follow-through on new opportunities.
  • Contribute to strategic decisions throughout the proposal cycle (from design to submission)
  • Serve as the capture lead for business opportunities.
  • Serve as technical writer, technical lead, or technical reviewer of expressions of interests, concept notes, and proposals.
  • Contribute to cross-practice or new market opportunities as needed.
  • Experience in all aspects of the business proposal process: capture strategy management, teaming/partnering, research, recruitment, writing, red-teaming, costing.

Technical and Project Management:

  • Maintain up-to-date knowledge of client policies and requirements.
  • Provide short term technical assistance and thought leadership for activities and deliverables.
  • Review, amend, and author technical reports to ensure the highest quality deliverables.
  • Provide training and other specialized services as required.
  • Manage all aspects of the project management cycle by:
    • Providing contract quality assurance and quality control from start-up to close-out. - Serving as the project director and primary project Home Office-based point-of-contact, especially with the client and project staff. - Overseeing project compliance; preparation and submission of deliverables/outputs; developing of scopes of work (SOW) and recruiting for personnel, subcontractors; and designing project activities; and overseeing contract LOE and budget tracking. - Supervising/Managing project staff at home and project offices, including directors, chiefs of party, project associates, consultants, etc.), as well as partners and subcontracts.

AdditionalDuties and Tasks:

  • Represent IBTCI at industry conferences and workshops (i.e., by presenting a paper/poster and/or simply attending the conference).
  • Provide in-house training to home and field staff.
  • Attend corporate meetings and contribute to company-level strategic and business plans.
  • Travel for program implementation/ management as well as BD (capture and/or proposal development).
  • Other duties/tasks as assigned.

Qualifications

Minimum Requirements:

  • Ten (10) years of genral progressive work expereince with or in USG Agencies, including HHS.
  • Progressively senior management positions including managing project and programs and developing and securing business.
  • Provide a results-oriented attitude and strong problem-solving skills.
  • Overseas experience working in international development.
  • Strong English communication skills (oral and written) required.
  • Oral and written fluency in English required, fluency in another language preferred.

Education:

  • Bachelor’s degree or the equivalent advanced degree in Public Health, Management, Marketing or related fields required.

Preferred Knowledge, Skills and Abilities:

  • Ability to lead presentations for clients and at international conferences, workshops, and symposia.
  • Ability to work in a fast-paced environment by multitasking, delegating and prioritizing as appropriate.
  • Knowledge of the delivery, pricing, and proposal aspects of USG contracts for a holistic approach to capture and proposal management, ideally with institutional support contracts.
  • Must be driven to work under short, hard deadlines.
  • Exceptional leadership, management, organizational, and time-management skills.
  • Excellent written and verbal communication skills.
  • Must have a growth mindset to discover, drive, and extend IBTCI’s institutional support business footprint.
  • Master’s degree in public health, management, marketing, or a related field preferred.

Working Environment: Work is typically performed in an office environment. Currently the company is allowing for remote work due to COVID 19 in the District of Columbia, Maryland and Virginia (DMV) area. This can be updated by the company.

COVID Vaccine status: As a condition of employment, IBTCI requires all new employees to be fully vaccinated against COVID-19. Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position may have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.

Work Authorization: Candidate must be authorized to work in the U.S.A. Visa sponsorship is not available for this position.
