POSITION SUMMARY

IBTCI is currently seeking a Team Leader for an anticipated *Independent Monitoring of DFID’s Syria and Iraq Crisis Response*project. This is a full-time position based in Turkey, with remote management of data collection teams in Syria, Iraq, Lebanon and Jordan. The project will undertake independent monitoring of DFID-funded programs inside Syria, Lebanon, Iraq, Turkey and Jordan from 2015 to 2018, and aims to provide DFID with greater partner accountability while reducing corruption risks and improving program design, due diligence, learning and future DFID funding allocations.

The Team Leader’s responsibilities include:

· Serve as the primary liaison with DFID, IBTCI Home Office, Implementing Partners, and subcontractors

· Remote manage third-party monitoring organizations in Syria

· Ensure quality control, compliance, and completion of all technical outputs and deliverables under the contract, including the necessary flexibility to adjust to changing client needs and political developments in the region

· Provide technical guidance to DFID and Implementing Partners to define and determine data collection methods, monitoring processes and performance metrics intended to measure results

· Communicate accomplishments and concerns based on field findings in a professional manner, while providing on-going capacity building and mentorship to the technical assistance and third party verification teams

· Design and produce analysis-based products aimed at sharing big-picture lessons learned from both the provision of technical assistance and third party verification data

· Participate in the generation of program-wide reporting products, as required

· Manage periodic thematic reports and special studies

· Ensure adequate Duty of Care and Do No Harm protocols are developed and adhered to the all team members

POSITION QUALIFICATIONS

· 8 to 10 years of experience leading and managing programs of similar scope and size in Syria, Iraq, the Middle East, or other conflict-affected environments

· Demonstrated experience with monitoring and verification in fragile regions; experience with remote management of third party monitors and subcontractors highly preferred

· Demonstrated experience supervising teams, building partner capacity and managing large amounts of data from multiple sources required

· Familiarity with DFID logframes and M&E systems and data standards

· Arabic language skills are preferred, but not essential

A Master’s degree in international development or related
