International Business and Technical Consultants Incorporated (IBTCI) is recruiting a Team Member (Middle Level Consultant) to participate in the prospective evaluation of two State Department Bureau of International Narcotics and Law Enforcement Affairs (INL) programs in the Philippines. The two INL projects are the Philippines Law Enforcement Support Program and the Justice Sector Support Program. Two projects within the Philippines Law Enforcement Support Program will be evaluated, which will consist of: 1) the Maritime Police Project, (MPP) and 2) the Model Police Stations (MPS). The second program, the Justice Sector Support Program, (JSP) will be evaluated as a whole.
The Assignment includes the following tasks:
The middle level consultant will provide technical guidance to Contractor personnel for all activities under this task order, giving a particular focus on developing an evaluation plan, approach, and methods. The consultant will assist the Team Leader in gathering and analyzing data.
The period of performance for the position is one year, beginning in the late Spring**.**
The Team Member should meet minimum qualification requirements:
- At least five years’ experience in the design, implementation and/or assessment of criminal justice or related projects overseas
- Possess law enforcement or emergency management experience
- A Master’s degree in a field relevant to criminal justice
- Professional experience in Asia preferably the Philippines
- Fluency in English and have excellent writing and presentation skills.
- Fluency in Tagalog is desirable.
