Overview:
IBTCI seeks a Team Leader (TL) for a potential award to provide Third Party Monitoring Services (TPM) to the United Nations Development Program (UNDP) in Afghanistan, focused on providing ongoing monitoring, evaluation, and reporting support. In providing TPM for UNDP’s activity in Afghanistan, IBTCI seeks candidates for a Team Leader (TL) for intensive monitoring, quality assurance and verification across Afghanistan from 2023-2025. The TL will be responsible for the day-to-day management of this TPM team. The team itself will be composed of the TL, two (2) Junior Experts, five (5) Senior Experts, and a local data collection firm. S/he will work closely with the UNDP Afghanistan TPM Senior Experts in Infrastructure, Livelihood & Agriculture, Economic Recovery, Energy & Sustainability, and SES. The TL will lead the preparation and delivery of an inception report, desk review of documents, on-site assessments, draft reports, and a final report to UNDP.
Responsibilities
Essential Duties/Tasks and Responsibilities:
- Lead the design of the TPM and respond to the SOW, including developing key questions and data collection instruments, ensuring technical rigor of the methodology, and overseeing the development of an analysis plan prior to the start of data collection;
- Provide strategic direction and leadership to the TPM team, ensuring the successful implementation of the monitoring and verification tasks within the agreed-upon scope and timeline;
- Oversee qualitative and quantitative data analysis in line with the approved TPM design;
- Provide written or verbal updates to UNDP as necessary, in a timely and concise manner;
- Ensure the production and completion of the final report is in conformance with the scope of work and timeline;
- Ensure quality and timely submission of all deliverables, including but not limited to the inception report, desk review of documents, on-site assessments, draft reports, and final report.
- Lead the preparation and presentation of the key findings and recommendations to the UNDP and key stakeholders;
- Provide technical guidance and support to the TPM team members, fostering their professional development and strengthening their monitoring and evaluation skills.
- Conduct training sessions and workshops for UNDP staff, implementing partners, and other stakeholders on TPM methodologies and processes
- Promote a culture of learning and knowledge sharing within the team and across relevant stakeholders.
- Other duties as assigned.
- Ability and willingness to occasionally travel to Kabul, Afghanistan as necessary.
Qualifications
Minimum Requirements:
- 10 years of relevant experience in the management of TPM, M&E as well as reporting experience;
- Fluent in English.
Education: Master’s degree in economics, development, MBS, management, or any other relevant field.
Preferred Knowledge, Skills and Abilities:
- Demonstrated, extensive knowledge in leading and conducting TPM activities;
- Knowledge of / experience with community-based programming in insecure/fragile environments;
- Pashto/Dari proficiency is a plus.
Working Environment: Work is typically performed in an office environment. Currently the company is allowing for remote work due to COVID 19 in the District of Columbia, Maryland and Virginia (DMV) area. This can be updated by the company.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does not have supervisory responsibilities.
Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.
