Overview:
As the Senior Expert - Social and Environmental Safeguard (SES) Specialist for the United Nations Development Programme (UNDP) Third Party Monitoring (TPM), you will be responsible for providing guidance on SES. Your role will focus on monitoring and evaluating projects related to sustainable development, energy, environment, and economics, ensuring they contribute to social well-being and environmental sustainability in Afghanistan.
Responsibilities
Essential Duties/Tasks and Responsibilities:
- Serve as the Social and Environmental Safeguard Specialist, providing specialized knowledge and guidance to the TPM team related to SES.
- Conduct comprehensive evaluations and analyses of projects related to sustainable development, energy, environment, and economics, assessing their social and environmental impact and effectiveness.
- Identify innovative approaches and best practices to enhance SES-related initiatives.
- Lead and participate in field visits to project sites to conduct on-site monitoring and verification of SES projects.
- Utilize data collection tools and methodologies to gather relevant information, assess project progress, and verify reported data against set indicators.
- Monitor the utilization of resources and technologies, ensuring they align with sustainable practices and contribute to social well-being.
- Assess the impact of SES on local communities, vulnerable populations, and the environment in Afghanistan.
- Analyze the sustainability and inclusiveness of project interventions, identifying potential risks and recommending long-term measures.
- Prepare comprehensive technical reports summarizing findings from monitoring and evaluation activities, including recommendations for project improvement.
- Collaborate with the TPM team to incorporate SES-related data into overall monitoring reports, contributing to a holistic assessment of projects.
- Provide capacity building support and technical training to UNDP staff, implementing partners, and relevant stakeholders on SES aspects of TPM.
- Disseminate knowledge and best practices to enhance the capacity of project teams in designing and implementing effective SES initiatives.
- Establish and maintain effective working relationships with UNDP project teams, implementing partners, government agencies, and local communities involved in SES projects.
- Engage with beneficiaries and stakeholders to gather feedback and ensure their perspectives are considered in the monitoring process.
Qualifications
Minimum Requirements:
- At least 5 years of progressive experience in monitoring and evaluating SES, preferably in an international development context.
- Solid understanding of SES concepts, sustainable development practices, and energy-related projects in Afghanistan.
- Ability to work independently, travel to project sites, and collaborate effectively in multicultural settings.
- Language proficiency in English,
- Language proficiency in Dari or Pashto
- Strong verbal and written communication skills in these languages
Education:
- .Bachelor's Degree in Environment, Sustainable Development, Energy, Economics, or a relevant field.
PreferredKnowledge, Skills and Abilities:
- Previous experience with third party monitoring.
- Excellent analytical, communication, and report writing skills in English.
- Ability to work independently, travel to project sites, and work effectively in diverse cultural settings.
- Knowledge of international best practices, engineering standards, and relevant regulations related to infrastructure development.
- Familiarity with the context and challenges of infrastructure development in Afghanistan is highly desirable.
Travel: International travel may be required and may include travel to Afghanistan.
