(IBTCI), a U.S. based international development consulting company established in 1987, has worked in over eighty-five countries and has implemented over one hundred and fifty projects. IBTCI has served governments, private sector companies and several donor agencies in the practice area of Monitoring & Evaluation (M&E) across many sectors including education, health, economic growth and democracy & governance.

PROPOSAL SUMMARY

IBTCI is currently seeking a Chief of Party for an anticipated 5 year"Monitoring and Evaluation Mechanism and Services (MMEMS) project" in Mozambique, funded by USAID. This will be a full-time, key position based in Maputo, with occasional site visits in Mozambique. MMEMS will provide a range of technical assistance to USAID Mozambique’s portfolio of programs.

POSITION SUMMARY

The Chief of Party role will require experience in leading an organization, in both management and technical fields, with a proven track record of programmatic accomplishment, professional achievement, management competence, and interpersonal skills. Expected responsibilities include:

· Coordinate and be ultimately responsible for all data collection, monitoring, report generation, evaluation and related tasks.

· Serve as primary liaison with USAID/Mozambique COR and Contracting Officer.

· Ensure quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID.

QUALIFICATIONS

· Master’s degree, PhD preferred, in international development, economics, public policy, statistics, political science, health, education or a related field

· Minimum 7 years of experience managing and/or evaluating international development projects;

· Demonstrated experience leading teams and/or managing an office with a diverse staff;

· Demonstrated experience in performance monitoring, tracking data quality, data management, and/or training in performance management topics;

· Demonstrated experience in evaluation methodology, statistical analysis, experimental design, and/or data collection and analysis;

· Experience working with a diverse group of stakeholders, including

§ donor/development organizations, government officials, civil society leaders, community leaders, and project beneficiaries;

· Experience building organizational capacity in monitoring and evaluation and strategic learning preferred.[DR1][DE2]

· Prior experience working with USAID required

· Prior Africa experience preferred, Mozambique desired

· Portuguese fluency strongly desired, though not required
