DESCRIPTION

International Business & Technical Consultants, Inc. (IBTCI), a U.S. based international development consulting company established in 1987, has worked in over one hundred countries and has implemented over two hundred projects. IBTCI has served governments, private sector companies and several donor agencies. The company is seeking individuals with security clearances for an upcoming USAID proposal. This post is based in our Vienna, VA Home Office and Washington DC, Satellite Office.

POSITION DESCRIPTION

We are seeking candidates with Secret level security clearance (preferred) of multiple levels with experience working with USAID and its Africa missions as in these areas:

· African Growth and Opportunity Act (AGOA)

· Economics

· Economic Growth

· Developing policies for trade and investment programs in Africa;

· Developing linkages between U.S. and African educational institutions and associations on trade and investment programs; and

· Examining the constraints to growth and macroeconomic analysis of poverty dimensions.

· Poverty analysis

· Providing assistance in identifying the size and scope of extreme poverty in Africa; and

· Providing assistance in identifying the cause of, and solutions to, extreme poverty in Africa.

· Political economy

· Growth diagnostics

· International trade (trade theory as well as trade policy)

· Trade financing

· Health system strengthening

· Health finance

· Education

· Developing partnerships with African organizations that foster education programs;

· Providing technical assistance on solving national and regional education and human capacity development challenges; and

· Identifying program directions and objectives that increase the involvement of African communities in the education of their children.

· Governance

· Knowledge management

· Providing technical assistance in evaluation methods, baseline data collection, and integration of findings into strategic planning and project design;

· Assisting Missions in the establishment and systematic use of performance management plans (PMPs);

· Helping AFR/SD in developing a collaborative learning program;

· Helping AFR/SD in its monitoring and evaluation of its own programs; and

· Assisting in the development and maintenance of digital systems for consolidating and managing AFR/SD’s publications, reports, briefers, and data.

· Communications

· Providing editing and publication production services;

· Designing and producing Africa Bureau publications such as electronic newsletters, annual reports, project reports, or special publications and briefs.

· Providing assistance in developing and maintaining the AFR/SD web-site and other social media outlet activity using innovative new ideas for delivery; and,

· Developing a sustainability plan for the maintenance of AFR/SD web-site that considers ongoing Agency efforts and best cost and efficiency options.

· Gender Equality and Female Empowerment (across sectors, especially in agriculture, trade, energy, and value chains)

· Lesbian, gay, bisexual and transgender (LGBT) rights and nondiscriminatory access

· Agricultural Trade

· Agriculture

· Conducting research and disseminating analytical results on important agricultural developments and trends that have impacts in SSA; and

· Identifying and analyzing policies for sustainably meeting the food needs of assisted countries through application of advanced agricultural technologies and practices that balance production and income, resilience building efforts, and natural resource capitalization and management.

· Technology adaptations

· Energy generation, distribution and transmission

· Assistance to help power generation, distribution, and transmission projects, including clean energy projects and off-grid and mini-grid solutions, reach the construction stage;

· Assistance in enhancing the enabling environment for private and public investment in energy infrastructure, including legal and regulatory frameworks, as well as institutional capacity building.

· Utility management

· Program management, monitoring and performance

· Policy development

· Enterprise development

· Trade and investment promotion

· Democracy/Governance and Conflict

· Supporting programs and activities that build democratic institutions, promote human rights, protect vulnerable populations, enhance the rule of law, improve accountability, strengthen the voice of African citizens in their interactions with governments, support credible elections and peacebuilding activities, and counter violent extremism, trafficking, and organized crime; and

· Recommending approaches that promote the integration of democracy, governance and conflict mitigation activities into other sectors.

· Environment

· Identifying processes that lead to improved environmental soundness and best management practices to conserve biodiversity and maintain productive natural resource assets over the long term that can adapt to climate change; and

· Integrating environmental procedures into planning, implementation and results monitoring.

QUALIFICATIONS

Education

· An advanced degree (MPH, PhD, MD) in public health, international relations, economics, statistics, political science, public policy, or other relevant field is required.

Required Experience and Qualities

· At least 10-15 years’ professional work experience in international development as it relates to the relevant technical area.

· At least five years’ experience working on USAID-funded projects and activities;

· In possession of US Government Security Clearance

· Outstanding written and oral communications skills;

· Ability to work with and be responsive to a wide range of client, staff and consultant personalities and requirements;

· Well-organized, attentive to detail, and able to handle multiple tasks simultaneously;

· Works well independently and in teams;

· Proactive in anticipating work requirements and problem solving;

· Committed to mentoring young professionals; and

· Mastery of word processing, spreadsheets, databases, and graphics programs required

· French language skills are desirable.
