IBTCI has served governments, private sector companies and several donor agencies in the practice area of Monitoring & Evaluation (M&E) across many sectors including education, health, economic growth and democracy & governance.
PURPOSE AND PROGRAM SUMMARY
IBTCI is currently seeking a Chief of Party (COP) for an anticipated large, multi-country monitoring initiative in East Africa. The countries covered may include Burundi, the Democratic Republic of the Congo, Djibouti, Eritrea, Ethiopia, Kenya, Rwanda, Somalia, South Sudan, Tanzania, and Uganda. The purpose of this program will be to provide independent monitoring, verification, and confirmation of funded international development and humanitarian aid programs implemented in East Africa through various qualitative and quantitative methods, including conducting surveys, key stakeholder interviews, and focus group discussions at project sites.
POSITION SUMMARY
The COP shall be responsible for leading and managing overall Monitoring and Evaluation activities. The COP role will require experience in leading an organization, in both management and technical fields, with a proven track record of programmatic accomplishments, professional achievement, management competence, and interpersonal skills. This is a full-time position based in Nairobi, Kenya, with remote management of data collection teams in East Africa. Expected responsibilities include:
· Coordinate and be ultimately responsible for all data collection, monitoring, report generation, evaluation and related tasks.
· Serve as primary liaison with the donor client, IBTCI Home Office, Implementing Partners, and subcontractors.
· Ensure quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of the donor client.
· Provide technical guidance to the donor client and Implementing Partners to define and determine data collection methods, monitoring processes and performance metrics intended to measure results
· Communicate accomplishments and concerns based on field findings in a professional manner, while providing on-going capacity building and mentorship to the technical assistance and third party verification teams
· Design and produce analysis-based products aimed at sharing big-picture lessons learned from both the provision of technical assistance and third party verification data
· Participate in the generation of program-wide reporting products, as required
· Manage periodic thematic reports and special studies
· Ensure adequate Duty of Care and Do No Harm protocols are developed and adhered to the all team members
QUALIFICATIONS
· Master’s degree, PhD preferred, in international development, economics, public policy, statistics, political science, health, education or a related field
· Minimum 10 years’ of management experience
· Minimum of 7 years’ experience evaluating international development projects;
· Demonstrated experience leading teams and/or managing an office with a diverse staff;
· Demonstrated experience in performance monitoring, tracking data quality, data management, and/or training in performance management topics;
· Demonstrated experience in evaluation methodology, statistical analysis, experimental design, and/or data collection and analysis;
· Experience working with a diverse group of stakeholders, including donor/development organizations, government officials, civil society leaders, community leaders, and project beneficiaries;
· Experience building organizational capacity in monitoring and evaluation and strategic learning preferred.
· Prior East Africa experience required
· Written and spoken fluency in English. Fluency in French is highly desired.
