PROPOSAL SUMMARY

IBTCI is currently seeking a Senior Monitoring and Evaluation Specialist for an anticipated 5 year, USAID funded Monitoring and Evaluation Mechanism project in the Democratic Republic of the Congo (DRC). This will be a full-time, key position based in DRC. The main purpose of this project will be to provide monitoring and evaluation services for USAID/DRC Country Development Cooperation Strategy (CDCS) Goal, Objectives, and Activities.

Position Summary

The Sr. M&E Specialist will work closely with the Chief of Party to ensure the efficacy of M&E methods and the integrity of data. The Senior M&E Specialist will provide technical leadership to the program. He/she will oversee all M&E activities, analyses and assessments throughout the life of the project, including the data collection, design, and implement/ or manage the implementation of qualitative and quantitative evaluation methodologies and participatory data collection methods and protocols. She/he will also be responsible for the design, quality development and production of all evaluations reports and any assessments, population based surveys, third party monitoring data collection, and other types of field studies. This will include the design of the evaluation methodology and participatory data collection methods and protocols for both performance and impact evaluations. She/he will also oversee the revision and maintenance of Mission-wide performance monitoring plans (PMPs) and implementing partner M&E plans. S/he will manage the monitoring and evaluation system for the overall project and advise implementing partners in all aspects of monitoring and evaluation.

Qualifications:

· Graduate degree in international development, economics, statistics, research methods, political science, public policy, social science or a related field is required. Ph.D. strongly preferred.

· At least 10 – 15 years of demonstrated experience in the design and management of evaluations (impact and performance), analyses and assessments, including the dosing of the evaluation methodology, population based surveys, developing performance management plans, participatory data collection methods and protocols, and data quality verification techniques from large development projects.

· Prior Africa experience preferred, DRC desired

· Written and spoken fluency in English and French is required
