PROPOSAL SUMMARY
IBTCI is currently seeking a Collaboration, Learning, and Adaptation (CLA) Specialist for an anticipated 5 year, USAID funded Monitoring and Evaluation Mechanism project in the Democratic Republic of the Congo (DRC). This will be a full-time, key position based in DRC. The main purpose of this project will be to provide monitoring and evaluation services for USAID/DRC Country Development Cooperation Strategy (CDCS) Goal, Objectives, and Activities.
Duties and Responsibilities:
· Develop resources to create, capture, organize, translate, share, and apply knowledge to improve USAID DRC's programs.
· Build capacity for adapting to new learning and changes in context through effective approaches.
· Coordinate knowledge capturing, sharing and strategic learning to speed innovation and bring new innovations to the Mission's programmatic work in country.
· Coordinate, plan, and implement institutional learning activities relevant to the achievement of USAID/DRC's CDCS goals and objectives, such as building the institutional capacity of government, civil society, and private institutions to support achievement of sustainable and equitable development outcomes and to strengthen the gender-sensitive evidence basis on which decisions about development assistance are made, and ensure that experience and observations inform management and program decisions.
· Coordinate with USAID, implementing partners, and other stakeholders to strengthen systems and processes that promote and facilitate efficient learning and knowledge-sharing.
· Track best practices in knowledge management and adult learning to incorporate new or improved learning tools and approaches into the overall Mission's CLA program.
· In collaboration with the Chief of Party and other senior staff, assume a leadership role in identifying critical knowledge gaps and needs related to key strategic risks and assumptions identified in the Mission's CDCS
· Lead program planning analysis and coordinate/oversee research, planning, higher level contextual analysis, and other investigations prioritized in the Mission's CLA Agenda. This would further entail assisting USAID staff with planning future programs and activities.
Key Qualifications:
· The CLA Specialist must have an advanced degree in a relevant field (international affairs, political science, development studies, communications, etc.)
· A minimum of five years of demonstrated professional work experience in institutional learning, research, analysis, knowledge management and communication.
· A strong background in analysis and evaluation of development assistance programs
· Written and spoken fluency in English and French is required
· Prior Africa experience preferred, DRC desired
