PROPOSAL SUMMARY
IBTCI is currently seeking an Evaluation Team Leader for an upcoming task order as a part of a five-year Monitoring and Evaluation (M&E) Support Project in Ukraine, Belarus and Moldova funded by USAID. This will be a full-time, key position based in Kiev, Ukraine. This Project will provide a range of analytical services to USAID Regional Missions which focus on sectors and areas covered by a CDCS or other strategy document in Ukraine, Belarus and Moldova.
The task order is the Final Performance Evaluation of the Local Government Support Project (LGSP) in Moldova. The purpose is to assess the relevance and effectiveness of selected LGSP activities intended to strengthen the capacity of assisted local governments to improve municipal services and municipal financial management.
POSITION SUMMARY
The Evaluation Team Leader will work closely with the IDIQ Manager to ensure the efficacy of Evaluation methods and the integrity of data. The Evaluation Team Leader will provide technical leadership to the evaluation.
QUALIFICATIONS·Master’s degree in international development, statistics, monitoring and evaluation methodologies, or a related field;
Minimum 10 years of demonstrated experience in the design and management of evaluations;
·Demonstrated experience in evaluation methodology, experimental design, statistical analysis, sampling methodology and/or data collection and analysis;
· Knowledgeable of the USAID Evaluation Policy and evaluation reporting practices
· Excellent communication skills (both verbal and written)
· Previous experience in managing performance evaluations of medium/large size USAID projects is desirable
