PROPOSAL SUMMARY
IBTCI is currently seeking an Evaluation Specialistfor an upcoming task order as a part of a five-year Monitoring and Evaluation (M&E) Support Project in Ukraine, Belarus and Moldova funded by USAID. This will be a full-time, key position based in Kiev, Ukraine. This Project will provide a range of analytical services to USAID Regional Missions which focus on sectors and areas covered by a CDCS or other strategy document in Ukraine, Belarus and Moldova.
The task order is the Final Performance Evaluation of the Local Government Support Project (LGSP) in Moldova. The purpose is to assess the relevance and effectiveness of selected LGSP activities intended to strengthen the capacity of assisted local governments to improve municipal services and municipal financial management.
POSITION SUMMARY
The Evaluation Specialist will work closely with the Evaluation Team Leader to ensure the efficacy of Evaluation methods and the integrity of data.
QUALIFICATIONS
- Master’s degree in international development, statistics, monitoring and evaluation methodologies, or a related field;
- Demonstrated 10 years of experience in evaluation methodology, experimental design, statistical analysis, sampling methodology and/or data collection and analysis;
- Strong understanding of data collection and analysis methodologies and substantial international experience in designing and conducting evaluations of large international development projects
- Experience in designing and conducting performance evaluations of USAID local governance activities is desirable.
- Knowledgeable of Eastern Europe/CIS region local governance development issues is desirable.
- Knowledgeable of the USAID Evaluation Policy and evaluation reporting practices
- Excellent communication skills (both verbal and written)
