International Business & Technical Consultants, Inc. (IBTCI)is seeking an experienced and motivated Principal, Monitoring and Evaluationto support its growing M&E portfolio as part of its E3 (Environment, Education, Economic Growth) Practice area. This position will be based primarily in our Vienna, VA Headquarters with some time in its downtown Washington DC satellite office.

IBTCI is a U.S. based international development consulting company established in 1987, has worked in over 100 countries and has implemented over 200 projects. IBTCI has served governments, private sector companies and several donor agencies in the practice area of Monitoring & Evaluation (M&E) across many sectors including education, health, economic growth, democracy & governance, and agriculture. RESPONSIBILITIES

The successful candidate will work across IBTCI’s practice areas in a dynamic environment. As an integral member of this small business, the Principal, Monitoring and Evaluation will have opportunities to provide expertise on a range of technical, managerial, and business development areas and to demonstrate leadership and innovation. Following are his/her responsibilities:

Business Development:

  • Lead or provide technical (i.e. methodological) inputs to technical approaches of proposals.
  • Provide guidance to recruiters in understanding the nuances in M&E.
  • Represent IBTCI at meetings with partners, clients and consultants.

Project Management:

  • Provide qualitative and quantitative analysis in support of ongoing projects/evaluations.
  • Review M&E reports from a technical perspective in order to ensure top quality deliverables.
  • Represent IBTCI's HQ on technical discussions with field teams, stakeholders and clients.
  • Prepare, or assist in the development of SOWs for M&E activities.

Field Work:

  • Lead or participate on evaluations, assessments or other M&E related activities (e.g. DQAs, PMPs, etc.).

Other:

  • As part of IBTCI's Senior Management, participate in Senior Management Meetings.
  • Represent IBTCI at networking events, seminars, conferences.
  • Stay informed on M&E trends, best practices and new developments and share with IBTCI Principals and staff to ensure that the firm remains in the forefront of M&E in international development

QUALIFICATIONS

  • Master’s degree in Anthropology, Sociology, International Affairs, Public Policy; Public Administration, Business Administration and/or Statistics/Social Research; doctoral degree desired.
  • 15+ years of experience in providing technical assistance in the M&E of foreign assistance programs;
  • Demonstrated experience in quantitative and qualitative evaluation design, implementation and analytical techniques for development programs is essential;
  • Expertise in M&E-related activities such as statistical analysis, impact evaluation, performance evaluations, instrument design and management, and M&E training;
  • Demonstrated experience in using SPSS, STATA and/or other analytical software packages including qualitative analytical software packages such as Atlas.ti or NVivo.
  • Experience working on USAID-funded projects and USAID Evaluation Policy;
  • Experience in proposal development ranging from capture management; partnering; research; recruitment; technical writing; and support to costing;
  • Experience in financial and contract management desired;
  • Familiarity with the development community and its actors;
  • Overseas experience developing, managing or implementing M&E programs in low-income countries;
  • Strong oral and written communication skills required;
  • Ability to effectively work in teams and embrace participatory approaches;
  • Capacity to work in a fast-paced work environment on multiple tasks;
  • Takes pride in the quality and integrity of his/her work;
  • Demonstrable results oriented, flexible and problem solving skills;
