IBTCI seeks a Subject Matter Expert in Countering Violent Extremism (CVE) to provide support to USAID/Office of Transition Initiatives(OTI) Azme-e-Pakistan Program (AeP) Evaluation. The purpose of this evaluation is to provide USAID/OTI with an evaluation team to conduct an evaluation and identify key lessons learned from the OTI Pakistan AeP program. The evaluation is expected to assess AeP’s progress towards its stated objectives, as they relate to lessons learned regarding countering violent extremism (CVE), and convey to USAID/OTI an independent evaluation. The CVE Expert will work with the Evaluation Team Leader and Research Specialist in the design of data collection instruments and analysis of findings to ensure CVE best practices are reflected in all stages of the evaluation.The projected period of performance will be on or around January 1, 2018, and will end August 31, 2018. The evaluation will be conducted in both Pakistan and the United States. This position is contingent upon award.
Essential Duties/Tasks and Responsibilities:
- Provide expert guidance to the Research Specialist in the design of data collection instruments to ensure the evaluation captures key findings and learnings related to CVE;
- Participate in or observe data collection, as appropriate;
- Analyze findings and support Evaluation Team Leader as necessary in drafting the evaluation report, sections related to utilization of findings and lessons learned for future CVE programming; and
- Assist the Evaluation Team Leader in presenting findings.
RequiredKnowledge, Skills, and Abilities:
- Experience working with USAID/OTI.
- Experience working in in Pakistan.
Minimum Requirements:
- 8-10 years of experience leading or evaluating CVE or PVE programming in transition, conflict or unstable environments;
- Oral and written fluency in English required. Fluency in Urdu and/or Punjabi preferred.
Education: BA in International Relations, Foreign Affairs, Sociology, or related field preferred, but not required.
Supervisory Responsibility: This position does not have supervisory responsibilities.
Travel: International travel required.
Working Conditions: Work is performed in a typical corporate office environment.
Physical Requirements: Ability to lift up to twenty-five pounds.
