IBTCI seeks an Evaluation Team Leader to oversee technical activities of the upcoming USAID/Office of Transition Initiatives' (OTI) Evaluation of the Azm-e-Pakistan (AeP) Program in the field. S/he will be the day-to-day point of contact with the OTI Deputy Country Representative and will supervise a three-person in-country evaluation team as well as IBTCI’s local partners. The purpose of this statement of work is to provide USAID/OTI with an evaluation team to conduct an evaluation and identify key lessons learned from the OTI Pakistan AeP program. The evaluation team will be expected to assess AeP’s progress towards its stated objectives, as they relate to lessons learned regarding countering violent extremism (CVE), and convey to USAID/OTI an independent evaluation. The projected period of performance will be on or around January 1, 2018, and will end August 31, 2018. The work is expected to be in Pakistan and the United States. This position is contingent upon award.
Essential Duties/Tasks and Responsibilities:
- Oversee the development of the research methodology, data collection tools, and data collection plan (led by the Research Specialist);
- Serve as the day-to-day point of contact with USAID/OTI in country, including providing regular status updates on evaluation progress and upcoming activities;
- Supervise all in-country evaluation team members and IBTCI’s local partner;
- Serve as lead author of the final evaluation report;
- Present findings to USAID/OTI, USAID/Pakistan, and other audiences as appropriate.
Required Knowledge, Skills, and Abilities:
- Experience working with or conducting evaluations for USAID/OTI
- Experience working in or conducting evaluations in Pakistan;
- Experience evaluating CVE or PVE programming in transition, conflict or unstable environments;
- Experience conducting evaluations in geographic areas that are difficult to access;
- Experience briefing key findings of evaluations to multiple audiences;
Minimum Requirements:
- 10 – 15 years of experience in program evaluation;
- Demonstrated experience in qualitative and quantitative research methods;
- Oral and written fluency in English required. Fluency in Urdu and/or Punjabi preferred.
Education: BA in International Relations, Foreign Affairs, Sociology, or related field preferred, but not required.
Supervisory Responsibility: This position does have supervisory responsibilities.
Travel: International travel required.
Working Conditions: Work is performed in a typical corporate office environment.
Physical Requirements: Ability to lift up to twenty-five pounds.
