PROJECT SUMMARY

IBTCI issues this solicitation for the purpose of obtaining the services of a data collection specialist to aid an evaluation of the impact of small business development centers (SBDCs) on Latin American small- and medium-sized enterprise (SME) growth, participation in international trade, and job creation. This will require the firm to design and implement data collection regimes to supplement existing data sources as well as conduct mid-term and final evaluations. The University of Texas San Antonio (UTSA) has already completed extensive research and provided some technical assistance to SBDCs with funding from USAID via Higher Education for Development (HED). Accordingly, to ensure effective acquisition and use of evaluation results, the data collection specialist will coordinate with HED, UTSA, and relevant stakeholders in focus countries. HED and UTSA are fully prepared to coordinate with the contractors on implementation of this evaluation and WHA will assist with liaising with foreign governments as necessary to ensure access for the evaluation team.

JOB DESCRIPTION

The Data Collection Specialist will be responsible for the following:

· Reporting to the Economic and Trade Analyst (Mr. Mario Martinez) in El Salvador and the Project Team in DC.

· Assist in collecting data according to specific deadlines and standards to present State Department with the highest quality data and subsequent evaluation possible.

· Collect surveys and questionnaires from small business owners according to the specifications of the Economic and Trade Analyst (Mr. Martinez).

· Assist the Economic and Trade Analyst (Mr. Martinez) with quality control of the data by ensuring all required information is collected and recorded correctly.

· Data collection specialists must be able to work full time for up to three weeks, from Monday to Saturday according to project needs; travel may be required.

REQUIREMENTS

The Data Collection Specialist must have the following requirements:

· Consultants assigned to the work should have at least two years of experience in surveys, data collection, quality analysis, or data analysis, preferably related to economics or SMEs.

· Bachelors or degree in administration, social sciences, communications, engineering, business, or other relevant area.

· Background in research methodology.

· Experience in logistics and operations preferred.

· Consultants should write and speak Spanish fluently.

· Fluency in English preferred.
