Overview: IBTCI is seeking a Program Analyst to conduct comprehensive program analysis, monitoring and evaluation and reporting for an anticipated support services contract for the Africa Center for Strategic Studies (ACSS) under the Defense Security Cooperation Agency (DCSA). This position is contingent upon award.
Essential Duties/Tasks and Responsibilities:
· Gather data using appropriate techniques (quantitative/qualitative analysis, surveys, interviews, research, measures of effectiveness, etc.) to monitor impact of programs, activities and events.
· Review, modify and develop evaluation tools, mechanisms and modalities to ensure capture of short, mid and long-term impact.
· Search literature for pertinent comparative data and coordinate with other regional centers to share best practices and lessons learned.
· Perform quality control on academic documents in English and French.
· Other duties as assigned.

· Proven ability to adhere to tight deadlines.
· Strict attention to detail.
· Africa-related experience preferred.
· Excellent oral and written communication skills.
· Strong interpersonal skills and the ability and willingness to work with all levels of the organization.
Minimum Requirements:
· Demonstrated experience evaluating and analyzing programs.
· Demonstrated ability to respond to new or different requirements in a timely manner.
· Full proficiency with Microsoft Office, particularly Word, Excel and PowerPoint.
· Must have experience with the Defense Travel System (DTS), Joint Travel Regulations and Joint Federal Travel Regulations.
· Oral and written fluency in English and French required.
Education: Bachelor’s degree AND 3+ years of experience in statistics, business, international studies, political science, economics or related field required.
Working Environment: Work is typically performed in an office environment.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does not have supervisory responsibilities.
Travel: International travel may be required.
Work Authorization: Candidate must be authorized to work in the U.S.A.
