Overview: IBTCI is seeking a Program Accounting Specialist to perform a variety of administrative services/functions for an anticipated support services contract for the Africa Center for Strategic Studies (ACSS) under the Defense Security Cooperation Agency (DCSA). The Program Accounting Specialist will prepare event budgets and cost estimates with guidance provided by the ACSS. This position is contingent upon award.
Essential Duties/Tasks and Responsibilities:
· Prepare events budgets based on parameters provided by ACSS.
· Participate in the annual program planning process by preparing event cost estimates within the planning timeline.
· Track expenditures in accordance with guidance provided by ACSS.
· Update the budget office on a regular basis as major changes occur or as new budgets are developed.
· Draft and complete contracts for temporary and adjunct positions.
· Coordinate event related contracts.
· Other duties as assigned.

· Strong administrative skills.
· Proven ability to adhere to tight deadlines.
· Strict attention to detail.
· Previous experience working in Africa preferred.
· Excellent communication and interpersonal skills.
· Ability and willingness to work with all levels of the organization.
Minimum Requirements:
· At least 8 years of experience in bookkeeping, accounting, financial planning and/or contracting.
· Strong knowledge of contracting and budgeting operations.
· Demonstrated ability to respond to new or different requirements in a timely manner.
· Full proficiency with Microsoft Office, particularly Word, Excel and PowerPoint.
· Oral and written fluency in English required. Fluency in French preferred.
Education: Bachelor’s degree in accounting, business administration or public administration required.
Working Environment: Work is typically performed in an office environment.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does not have supervisory responsibilities.
Travel: International travel may be required.
Work Authorization: Candidate must be authorized to work in the U.S.A.
