Overview:

The Senior Technical Specialist for the United States Agency for International Development's Bureau for Humanitarian Assistance (USAID/BHA) Global Evaluation and Third Party Monitoring (GLOE-TPM) IDIQ is a senior-level position responsible for providing technical expertise and leadership in the field of Third Party Monitoring (TPM) and evaluation for humanitarian programs funded by USAID/BHA. The role involves supporting the organization's efforts to secure and execute GLOE-TPM IDIQ and subsequent Task Orders and to provide technical oversight. Three to six months period of performance.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Serve as subject matter expert Third Party Monitoring (TPM) methodologies, tools, approaches and best practices. Stay updated with emerging trends, industry standards, and donor requirements related to evaluation and monitoring.
  • Identify, track and assist with teaming on Third Party Opportunities across global and U.S. domestic clients.
  • Lead and support the development of high-quality technical proposals for evaluation and third-party monitoring contracts under the GLOE-TPM IDIQ mechanism. Collaborate with the proposal team to ensure the technical soundness, feasibility, and alignment with client requirements.
  • Provide technical oversight and guidance during the implementation of evaluation and monitoring task orders awarded under the GLOE-TPM IDIQ. Ensure adherence to project objectives, timelines, and quality standards. Review and provide feedback on evaluation designs, data collection plans, analysis frameworks, and reports.
  • Establish and maintain strong relationships with clients, donor agencies, and key stakeholders involved in evaluation and third-party monitoring activities. Act as a trusted advisor, providing technical guidance and thought leadership to enhance the effectiveness and impact of evaluation and monitoring efforts.
  • Identify capacity gaps and develop strategies to strengthen the organization's evaluation and TPM capabilities. Conduct training and capacity-building activities for staff and partners on evaluation and TPM methodologies, data collection techniques, and analysis approaches.
  • Promote knowledge sharing and learning within the organization by documenting lessons learned, best practices, and innovative approaches in evaluation and third-party monitoring. Contribute to the development of knowledge products, guidelines, and tools to support the organization's evaluation and monitoring portfolio.
  • Other duties as assigned

Qualifications

Minimum Requirements:

  • At least 8 years of relevant proffesional experience in leading and managing evaluation and third-party monitoring projects, preferably in an international development context.
  • 2 to 3 years of experience working with USAID's Bureau for Humanitarian Assistance (BHA).
  • Familiarity with USAID M&E principles and processes.
  • Excellent analytical and problem-solving skills with the ability to translate complex data into actionable recommendations.
  • Exceptional verbal and written communication skills, including the ability to communicate

Education:

  • Advanced degree in a relevant field such as international development, social sciences, economics, monitoring and evaluation or a related discipline.

PreferredKnowledge, Skills and Abilities:

  • In-depth knowledge of Third Party Monitoring (TPM) in non-permissive environments, evaluation methodologies, data collection techniques, statistical analysis, and performance monitoring frameworks.
  • Demonstrated experience in developing winning proposals for evaluation and monitoring contracts, including technical writing and budgeting.
  • Strong understanding of donor policies, regulations, and evaluation requirements, especially those of international development organizations.
  • Proven ability to build and maintain effective relationships with clients (USAID/BHA), donors, and stakeholders.
  • Experience in capacity building and training related to evaluation and monitoring.
  • Ability to work collaboratively in a multicultural and diverse team environment.
  • Willingness to travel internationally as required by project needs.

Working Environment: Work is performed in a typical corporate office environment. IBTCI is allowing for temporary hybrid work in the District of Columbia, Maryland and Virginia (DMV) area. This will be updated by the company.

Physical Requirements: This is largely a sedentary position that required the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: No travel is required.

Work Authorization: Candidate must be authorized to work in the U.S.A. Visa sponsorship is not available for this position.
