PROJECT SUMMARY

In FY 2014, the USAID/East Africa/Somalia Office (USAID/Somalia) worked in Somalia on stabilization, economic growth, education, youth empowerments and governance. In order to disseminate information about the progress and results of its programming with stakeholders, USAID is requesting the Monitoring and Evaluation program for Somalia (MEPS) to create and distribute some communication / outreach material.

PHOTOGRAPHER POSITION DESCRIPTION

IBTCI is requested to provide services of a photographer to produce high quality, professional images that showcase USAID/Somalia programs for use on communication and outreach products. In particular, the photographer will:

· Use digital cameras, or digitize images taken on film

· Get verbal and in sensitive situations written authorization from subjects—at least at the project level

· Document names and activities of people portrayed

· Document names of activities and projects funded by USAID

· Also capture, on video, audio, or paper, direct quotes as testimonials of the benefits of USAID’s assistance.

· Review and select images in the field or immediately on return, to present the best of each group (setting, or activity, or site, or project, as per discussions) to USAID. This is so that USAID officers do not have to view thousands of images to select just a few.

· Work with photo shop software to edit and catalogue these images.

IBTCI will strive to ensure the following standards to ensure that the communications have a recognizable look.

· Focus on positive aspects of USAID efforts

· Demonstrate “aid in action”

· Ensure relevance to the USAID story

· Avoid images that showcase despair

· Include other images that showcase Somalia’s landscape and culture

The photographer will be expected to spend a total of ten days in Somalia, in Somaliland, Mogadishu and South central Somalia. USAID shall propose specific photo assignments, which will be finalized after consultation with IBTCI.

The photographer shall retain the copyright and be credited by USAID. However, USAID shall receive exclusive rights to all images under this purchase order for four weeks from delivery date. Thereafter, USAID will have unlimited usage rights to all images. Photo credit shall be given in the usual and customary manner, appropriate to the use of the photograph. If USAID passes these photos on for use by partners, partners shall credit USAID and the photographer.
